Will this fit a top-entry litter box?

Not sure. It fits a large litter box.

Would these work with a tall, top entry box?

Yes, that is what I bought them for. Unfortunately, because I have 3 cats, they didn't work well. My cats ended up scratching them and pulling them into the box when covering up their business.

Will these fit Petmate giant litter box 25.56 x 18.3 x 10.02 inches?

Yes, the "jumbo" size fits the Petmate giant litter box. I own the Petmate giant litter box, and I purchased these to test it. Specifically, I bought the "Jumbo-45X18inch-20count" size.

Are the measurements accurate? Does 36 inches mean wide or deep?

I don't have a ruler, but it's definitely not 3 feet deep. I would guess that it's not 3 feet wide, either. It is large enough to fit the XL-size covered cat litter box from Up & Up (the Target brand). It seems to be the exact same size as the off-brand XL cat litter box liners that you find at Target, but the plastic is better quality and takes longer for my cats to scratch through.
